I would vote for that everyone which fixes an issue in JIRA should add
such a line on it's own. This leaves less work in preparation for a
release and scales with the number of the devs.

Thinking about it more than twice the last days I would suggest we
stick with 0.11.0 and include as much (easy) bug fixes as we can get
the next days or even some weeks. This way we get a release out that's
worth for distris etc. to use because it really contains current
fixes.
