It is good that you have fixed it.

I did a simple test program with some Hebrew text from 
[here|http://www.mechon-mamre.org/p/pt/pt0101.htm], and I was able to reproduce 
the issue.  I don't know much about character encodings, so I'm not sure 
exactly what the problem is, or why log4cxx is trying to encode the strings in 
the first place.  At least on Linux, LOG4CXX_LOGCHAR_IS_UTF8 is set, so it 
should simply append the text to the string to output.  It is not set on 
Windows.
