config_msvc.h not being auto generated

I just sync'd CVS to head and tried to compile the msvc .NET 7.1 and  get 
the error  config_msvc.h is missing  (i.e. it is not there and not being 
generated)

Looking at 
CVS: 
http://cvs.apache.org/viewcvs.cgi/logging-log4cxx/include/log4cxx/Attic/config_msvc.h?only_with_tag=v0_9_7&view=markup

we get:
FILE REMOVED
config_msvc.h becomes a generated file

How do you generate this file now :-)   It is not occurring automagically 
when you build in VisualStudio.
