You may find some answers if you check the archives. Cygwin wasn't a
supported platform in 0.9.7 and the current CVS is substantially
different that 0.9.7, so it doesn't benefit the project to try to
resolve issues with that snapshot. The current CVS is recovering from
some major surgery and after it gets stable, we will try to at least
build on a wider set of configurations than 0.9.7 and hopefully will
build out of the box for Cygwin.
