All the network appenders are disabled (or questionable) at the moment as they are being rewritten using APR. Even back in 0.9.7, SocketAppender was not terribly useful as its wire format was not the same as log4j (and Chainsaw's). To inter-operate with Chainsaw, you had to use to XmlSocketAppender. You could search the list archives and find a lot more.

There has been a long-term interest in documenting the log4j wire protocol and finding a way for log4j, log4cxx and log4net to interoperate, but that likely won't happen in the immediate future.
