Did a quick search and that message is likely due to a problem with a
proxy server between you and svn.apache.org. As far as I can tell at
the moment the Apache SVN servers appear to be responding fine,
though you may have encountered a temporary glitch.
The Subversion FAQ on proxy servers appears at http://
subversion.tigris.org/faq.html#proxy.
The quickest thing to try is to replace http: with https: which
should avoid problems with the proxy server.
