APR is an independent project you need to download. Besides that, 0.10.0 contains bugs which are already fixed on trunk, which may prevent a successful build. You should use the current trunk where most of those bugs have been fixed, there's just no official release yet and you may need to use ant to build the sources because trunk doesn't provide project files for Visual Studio.
