log4j is part of the Jakarta project of the Apache Software Foundation. It is
copyrighted by the foundation. The day-to-day rules governing any jakarta project and
in particular log4j are well defined. See http://jakarta.apache.org/site/proposal.html.
Anyone can contribute. In fact, most of the log4j features were contributed by outside
developers. One can also gain commit access with ease. All one has to do is to show
some commitment to the project. We currently have 4 committers all having the same
voting rights. Any of us can veto a proposal or override a decision made by a
committer. For example, if I decide to make a change that another committer does not
like, my change can be vetoed. It is up to me to convince the others that my change
makes sense. Similarly, any veto that I oppose can be overridden by the 3 other
committers.
We are a meritocracy where only your contribution counts. You stop contributing you
loose influence. This is as open as gets, anywhere, any time. Ceki
