If there is a way to avoid the merge, then we should look at it.  The only
problem I found was with the ErrorHandlerTestCase.  Though I am a little
concerned about the main branch getting too far out of synch from the 1.2
branch.  We will still maintain the 1.2 branch for bug fixes?

If you need help merging, let me know.

Why?  Why is the locale not useful in this case?

How will the user give directions about what package to search within?  Will
this be encoded in the conversion pattern somehow?
