TriggeringEventEvaluator is used by SMTP to decide when to send mail. Why don't we just use a custom filter (an implementor of Filter) for that? It seems that both interfaces are very similar, so it's not clear why I have a choice between the two. Is there extra functionality in TriggeringEventEvaluator that I don't see? Because as it stands now, SMTPAppender would work just as well with a custom filter attached, or even simply by setting the appender's threshold to ERROR.
