The javadoc contains a link to this file. The link incorrectly points to an non-existing log4j.dtd page. The uri it uses is http://jakarta.apache.org/log4j/docs/api/org/apache/log4j/xml/doc-files/log4j.dtd Can someone make sure that the log4j.dtd file was copied to the web server or that the link is corrected. I have also noticed that the 1.2.8 distribution only includes the log4j.dtd within the log4j.jar file.
