Howdy,
I'm not a big fan of commons-logging: I agree it's nice in theory but
not at all in practice.  However, its usage appears to be increasing
rather than decreasing.  The tomcat 5 branch is much more heavily
dependent on commons-logging than the tomcat 4 branch ;(
