I'm not sure I see why this is encouraged?  It is redundant.  If Log4j is part
of logging-services, the fact that an author tag doesn't exist implies that the
logging-services team (or Log4 team, specifically) is the author.  There is no
extra information conveyed by adding the the author tag described above.
