My concern is not only about the public interface as accessible to Joe User. By adding a new method to the Configurator interface you are imposing it on all future implementations of the Configurator interface. Being conservative about these things pays out handsomely on the long run.

Are we recording changes/information anywhere for the 1.3 release? This is one of the things that should be highlighted in the release notes. Is there a file in cvs to update?

As always in the docs/HISTORY.txt file. I think many users would want to use watchogs as soon as they become a well-tested and robust feature. Note that this is currently not the case due to the application recycling problem caused by the permanency of the watchdog thread.
