Web site/doc changes

I've just committed changes to the logging-site and log4j CVS that  
would change the web site, but I have not updated the site to allow  
some time for comments before going live.  The web site currently  
does not correspond to a specific state of the CVS since the download  
page was forced back a version to drop references to 1.2.10 and then  
hacked in place to fix the mirror URL's.

To review the changes, do a "cvs update" and browse the docs folder.   
The changes that I made:

Revert download.xml from v 1.81 to 1.80, move Chainsaw from 3rd party  
downloads to main section, added SLF4J and JCL to 3rd party downloads.

Changed ugli.xml to refer to slf4j.org.
Dropped mention of NTEventLogAppender on index.html since appender is  
not shipping with log4j 1.3 (at least at the moment).

Removed link to SLF4J.org from navigation bar.  Doesn't seem the  
place for a link to a non-Apache site.  I've added SLF4J.org to the  
list of 3rd party downloads and references can be added elsewhere if  
desired.

On the logging-site, I added a comment to the download of  
log4cxx-0.9.7 to ask the user to go to http://logging.apache.org/ 
log4cxx.  log4cxx-0.9.7 is way out of date now and it would be best  
if new users don't start with it.
