Yep, you're exactly right. After uploading to people.apache.org, it can take a few hours until the files are transferred to the "real" website. For this sort of thing, though, it's probably easier to upload to your personal directory on people.apache.org (~/public_html). Everyone can then access it immediately via people.apache.org/~psmith/....
