I think a bug report is the preferred mechanism. The Apache JIRA has a check box saying that you contribute the code to the ASF. Don't see a similar thing in the Bugzilla attachment dialog, but you could make a comment that you intend the code to be contributed to ASF.

Also, contributions are always good, and I didn't want to suggest major changes prior to getting it into our source tree.
