We also need to update the HISTORY.txt. Looking at the state of the
documentation for 1.3, there are links to Ceki's "Preparing for 1.3"
document on his website. I don't think it is as valid as it used to be at
this point. We need to create our own that is part of our docs. I'm not
suggesting we delay the build, but we need to address it soon.
Just curious, what part of that document is no longer valid?
