Someone on the PMC is an ASF officer (I don't know who), and my bet is all ASF 
officers have this global permission.

However, as it sounds like this change will affect multiple projects and not 
just Log4j2, there may be some resistance to making the change. (To which I 
would reply, "Why? Why on Earth would someone NOT want users to be able to 
format code in JIRA?")
