A new process is being discussed on the Apache Commons dev ML. Please see
that ML.

It is OK to put -src and -bin files in the stagging repo for [vote]
purposes only. After the vote passes, the -src and -bin zips/tars should be
moved to the right places on Apache servers and deleted from the stagging
repo before the repo is released.
