There appears to be a missing call to
org.apache.logging.log4j.core.LoggerContext to reload the updated config (e.g.
updateLoggers(Configuration) or .start(Configuration)) after
org.apache.logging.log4j.core.jmx.LoggerConfigAdmin.setLevel(String) is called.
