They are not the same. 

The log4j parent pom doesn't even have a dependencies section. It does have a 
dependencyManagement section.  So the parent project has no dependencies. That 
should not be a surprise since it is a pom project so its only artifact is the 
pom itself.

If you want to remove the dependency page that can be done but will require 
customizing the reports generated by the site plugin. Note, however, that each 
of the components also have a dependencies page that should accurately reflect 
its dependencies, so the report would need to enabled for all the modules, thus 
making the configuration od the site plugin a bit more complicated.
