Looks like we need some more ignores for rat. The .vagrant files are from
using vagrant which are metadata files for VirtualBox essentially. The
atlassian thing is an IntelliJ plugin that should be ignored. The .asc
files obviously shouldn't apply. Same for src/ide/*. The jquery ones have
always been there.
