Watching for changes seems like a good job for the file system watching API,
but I am happy with that part done after basic file support.
I would do file watching at the same time as adding file watching for the main
configuration file.
Perhaps with an attribute watch="true|false" so you do not have to watch ALL
files. By default, we would watch.
