While it is true that Script, ScriptFile or ScriptRef could be subordinate to 
the Delete element, it is "cleaner" if ScriptCondition is just one of the 
conditions that can be used under the Delete tag.  That said, I really need to 
look at the implementation of the Delete plugin.
