First, enhancing XInclude isn't something we can realistically do. That is
handled by the XML processor. It also doesn't apply to Json, YAML or properties.
The way I planned on implementing this was to expect each configuration file to
be integrated from its root. Phillip is correct that different file formats
could be used as it would be the Node hierarchy that is actually being merged.
The simplest way to deal with the order of precedence would be based on the
order the user specifies them.
