Also, the "fix" for this issue is to change the File.renameTo() calls to
Files.move() and File.delete() calls to Files.delete(path) so that failure of
the delete will be detected and we can log the error. The most likely cause of
this problem is that the file is in use. On Windows this causes both the
attempt to rename to fail and following that the attempt to delete the file
after it is copied to fail. Files.move() might work better on Windows than
File.renameTo() but there is no guarantee.
