OK - If only the SizeBasedTriggeringPolicy is configured it needs to have a 
good starting date, but the date will remain constant after that. Only the Cron 
and TimeBased triggering policies cause the time to be updated. The 
TimeBasedTriggeringPolicy updates the time by calling getNextTime. The 
CronTriggeringPolicy needs to do it based on the cron pattern.
