This gives the injector implementation the freedom to either
* copy key-value pairs into the passed in ContextData parameter (in the 
garbage-free case)
* or ignore the passed-in parameter and return the ThreadContext data structure 
without copying. This can be much faster when the ThreadContext is a 
copy-on-write data structure and there are no config properties.
