patch-log4j2-1637.diff is a first attempt at it.
It is based on the OSGi tests in api, but promoted to a Maven submodule so that 
they get run on each build.

I've added AbstractLoadBundleTest::testClassNotFoundErrorLogger to better 
identify the failure (you'll note the difference in messages between Equinox 
and Felix), the other tests will be in error.
(The patch does not attempt to fix the split package issue)
