Ralph is the expert on this, but my understanding is that If you give a logger a name in the config file, it will exist as a separate object and you'll be able to control its level. Conversely, if there's no individual LoggerConfig, calls are delegated to the parent, recursively until you reach root (which we guarantee to exist).
