I don't believe there is a way to do it using log4j 1.2 unless you set the app default time zone to GMT or unless you write a custom layout. The log4j 1.2 line is closed to new features, so back porting time zone support is not going to happen.
By the way, the timezone parameter is on the CVS HEAD, but hasn't made it into a release yet as far I know. It is also available in log4cxx's CVS HEAD.
