Ok, now I'm restarting and now the "takeover" is complete - even after a restart a single webapp's config is applied to every other webapp.
Regarding a parent classloader, I'll have to look into it, although I'm positive that each context has its own log4j.jar (even different versions among some) and either a log4j.xml file or a log4j.properties file.
