The best way I have found of submitting patches against the CVS version
is in the form of a unified context diff.

cvs diff -u file1 file2 file3 > my.diff

As email servers have a tendency to wrap email text it is better to send
the patch as a plain text attachment rather than in the message body
itself. This does make it harder to comment on a specific section of the
patch but does allow it to arrive intact.
