This could be done by raising an event, that the calling application can hook, 
if any events are logged without an attached appender. There would also 
probably need to be a property on the Logger to check the value directly.

If this is related to an error in configuration that this may be resolved by 
adding configuration error reporting (LOG4NET-2).
