Log4Net won't log in production environment while it works in development

We have several SharePoint web apps on the production server with similar setup
on test, int and dev environments. But the issue is that log4net logs in all
environments for all SharePoint web apps EXCEPT ONE web app. Couldn't figure
out what could be the possible reason.
