The issue was fixed it with the following code in global.asax.cs
In the Application_Start() method point to the location of the log4net file
like this:
System.IO.FileInfo log4netFI = new
System.IO.FileInfo(HttpRuntime.AppDomainAppPath+"\\log4net.config");
log4net.Config.XmlConfigurator.ConfigureAndWatch(log4netFI);
