If an application is running under an account without a profile, then there 
won't be a SpecialFolders.ApplicationData folder, so presumably the APPDATA 
environment variable won't be defined.

Windows services and IIS applications often run under such accounts.

I'd say that's almost certainly what's happening here - probably should be 
closed as "Not a bug"
