What appenders are you using? If you're using an appender that allows
for a "bufferSize" parameter, have you tried setting that to 1, 0,
and/or -1?

Does log4net's internal log contain anything different when running
under IIS 6.0?

Have you verified that the account log4net uses to log has the same
level of permission on both servers?
