Figured it out.

First of all, I tried to give everyone full control on the folder where I
was trying to log the internal debug messages. Then it created me a
log4net.txt. I found the error message "Unable to access a part of file
starting with E:/". Then went back and gave "users" a read permission on the
E: drive and that solved all my problems. The thing is, there wasnt any
problem when I switched to 2.0 .NET version. Does the application run as a
different user when I use .NET 2.0?
