There is no issue of permission as I am having the admin rights... I
can create / modify / delete files from that folder...
Have you modified anything to make log4net run on .NET 4.0 / 64-bit
Windows machine?

We're using log4net 1.2.10 under .NET 4.0 on 64-bit Windows Server
2008 machines.
Odds are you are having a permissions issue with the folder you are
trying to create the log in. Windows 7 is more restrictive than XP.
