Log4net cannot cause an application, including web app, to restart.
Restarting an application implies that it is within some sort of
execution container that supports recycling the application, typically
in this scenario it is not possible for the application to recycle
itself, that is a decision made by the container. There are certain well
known situations that will cause the aspnet_wp to recycle a web
application. For some of these the container logs the event into the
event log so you may find more information there.
