I think there is.  <http://www.apache.org/licenses/> and the license FAQ
<http://www.apache.org/foundation/licence-FAQ.html> should probably
help.

For the rest of my mail read it with the usual "I am not a lawyer" and

4(b) and (c) don't apply to your case and 4(d) is satisified by your
ReadMe.  Oh, it is "Apache log4net", not log4net.

I'm not even sure that you'd be required to copy it into the application
folder itself.  Won't hurt, though.
