Keys File for signing releases - location

Hi all,

we need a KEYS file for code signing.

I propose this location:
https://svn.apache.org/repos/asf/incubator/log4php/meta/KEYS

Any objections?  I will add this to the wiki b/c I don't think there are any :-)
