I checked the authorization file and it looks like the only PMC members had write privileges to the site directory. I modified the asf-authorization-template (r784117) so that any logging committer has write privileges to site directory since it is part of the release prep for any project.
I do not know how long it will be before it is effective. I'm not sure how to push it myself, but the SVN master appears to be updated at least daily, so someone else should update the live file if it is not done automatically.
