XMLLayout initial implementation. Generates log4j.dtd compliant XML
fragments. "properties" and "locationInfo" attributes are enabled per default.
XML generated is ASCII only and compatible with UTF-8 and ISO-8859, and has
been briefly tested with vigilog. Feedback is appreciated.
