http://version99.qos.ch/ has become available just a few moments ago. It's a Maven repo serving empty jar files for commons-logging and log4j. See http://day-to-day-stuff.blogspot.com/2007/07/no-more-commons-logging.html for the rationale.
The repo has not been tested! Tests and proper documentation will follow after my return from vacations.
