As noted in the [associated pull request](https://github.com/qos-ch/logback/pull/212), I'm not convinced that hard-coding the locale and timezone is the right solution, but I'm willing to reopen this ticket. I think any unit test that requires a specific locale/timezone needs to be refactored to remove that dependency.
