Brian, did you ever come up with a solution for this?

On the maven mailing list I've seen a suggestion for something similar, which 
if I understood it correctly, is to make another maven module that consists of 
only the logback.xml file, which produces a jar file, which will contain only 
that logback.xml file.  Then all of your other projects depend on that so the 
jar file is included in their wars.  When searching for logback.xml on the 
classpath I think it also searches in each of the jars since they're on the 
classpath so it will find and use that logback.xml.  Seems kind of like a hack 
but if it works, what the heck.
