Assuming logback is the current slf4j binding:

import org.slf4j.LoggerFactory;
import ch.qos.logback.classic.LoggerContext;

LoggerContext context =
         (LoggerContext)  LoggerFactory.getILoggerFactory();

The LoggerContext class has a method called getLoggerList() which returns the data you are asking for.
